About Busker Fest
Busker Fest SLC is an annual, free, all-ages street performance festival in downtown Salt Lake City that celebrates the city’s rich vaudeville history. Presented by the Salt Lake City Arts Council and produced by Primrose Productions, the two-day late-May event transforms Main Street and Regent Street into a lively stage for local and traveling musicians, magicians, jugglers, hula-hoopers, and poets. By honoring the historic roots of local showmanship, it has organically established itself as one of Utah’s most genuinely beloved and highly anticipated neighborhood traditions.
The Challenge: Increased Local Visibility with Limited Budget
Free, community-driven festivals face a unique marketing paradox: they require massive local visibility to drive physical attendance but must achieve it on incredibly lean, non-profit budgets. Over a five-year digital marketing partnership, Elle Marketing and Events was tasked with building a deeply engaged, loyal local community. The core obstacle was maximizing every single dollar of a restricted ad budget to drive high-intent audience actions—such as digital RSVPs and content interactions—rather than fleeting, passive impressions. With absolutely no room for financial waste, every asset required precise targeting.

Elle deployed a full-lifecycle, omnichannel digital campaign that traded generic promotional broadcasts for immersive, performer-focused storytelling. The comprehensive targeted digital content strategy blended organic content, hyper-targeted paid media, and mainstream public relations.

- Hyper-Targeted Paid Ads: We executed a sophisticated Meta Ads strategy, using geographic fencing to optimize for conversions rather than general reach.
- Broadcast PR: We coordinated live morning TV segments on Fox 13 and Good Things Utah, which successfully injected mainstream credibility into our campaign that social ads alone couldn’t replicate.
The event marketing strategy intentionally evolved each year, becoming smarter and more budget-efficient by prioritizing deep, authentic audience connection over raw volume.
The Results: High Engagement and RSVPs
The long-term partnership successfully elevated Busker Fest from a local street performance into a digitally driven cultural moment. Longitudinal data across four years proves that the strategy yielded compounding brand equity and increased real-world results on a limited budget.
- 2026 Campaign Triumphs: The campaign generated 1,800 total RSVPs (exceeding the 1,650 goal) and 575,600 combined video views on Facebook and Instagram (far surpassing the 350,000 target). Instagram’s targeted digital content interactions exactly doubled year-over-year to 8,800.
- Exceptional Budget Efficiency: Elle achieved an industry-standard-defying $0.08 cost-per-result (CPR) on top-performing ads, delivering these massive milestones on a lean total spend of just $1,287.
- Long-Term Engagement Trends: While tighter audience targeting and leaner budgets in 2026 naturally reduced superficial reach, total post-engagements held remarkably steady (24,677 in 2024 vs. 26,139 in 2026), proving the audience reached was highly qualified. Furthermore, digital RSVPs experienced a massive V-shaped recovery from a low of 966 in 2024 back to 1,800 in 2026.
